Los Angeles, a city of developers and opportunists, store-front mystics and varyingly legal working-class migrants, is also by some lights a city of artists.         Of course nobody’s shocked anymore. Well…maybe a few of the oldest of Old Guard Palm Beachers. Old, beat up, and broken, many with deep scratches and nicks in their white or ochre enamel paint, thirteen washing machines and dryers in various states of disrepair cluster around the crisp, white walls of the gallery.
